I was filming them doing one of their newscasts that you can see from the streets and all of a a sudden this security guy comes up and says I can not film here. He was serious and wore a suit like those secret service people. he was talking into something and it looked

  • good job!!! photography is not illegal and cops are surprisingly ignorant of the law!! The guy obviously overstepped his authority after being goaded by an ignorant colleague to do so.

  • I love how people come on here and bash on Trolley Officers. First the term is Trolley Officer not cop, they are not Local, State, or Federal Law Enforcement. Second, when you are on the Trolley at night and a T.O steps on board and stays on long after you got off the Trolley, walked to the bus and went home, you are grateful that group of scum bags on the other side of the car eye bolling your phone didn't get to you because what kept them at bay was a T.O.

  • Secondly, they are not locked in tight with Any Law Enforcement Agency in San Diego County. They work side by side with other Agencies, but they do not get special favors or privileges. In fact, many Law Enforcement try to distant them selves from being around, or even allowing Trolley Officers to be around them because they turn into that fan who wants to smother their favorite Celeb. Trolley Officers have a Guard Card, and they have a harder Job than other Security Guards

  • @Believe6 Now I am not here defending them, nor am I bashing them. I am just attempting to get the story straight for every one else. Now Code Compliance Inspectors on the other hand, they ARE State Law Enforcement Officers. They are peace officers. The only difference is that they work Directly for MTS, they are not Sub-Contracted. They are the one's who can take you to county lock up, de-tox, they have to be in court when they write you a citation, they are

  • @Believe6 In the same exact union as SDPD, CHP, and other Agencies through out California. So for them they are Trolley Cops, but the Correct term is CCI. Just setting the record straight. Lastly, if anybody in a position of Authority asks/tells/commands/instructs you to do something, just do it, they are trying to do their job, and you wanting to play "What the heck happened" gets in the way. I know when people filmed me, I'd invite them, because it's their right, but I'd ask them to

And for the future if anybody here films things, give people space when you film, because I know if somebody was in my face, I would invite them to sit next to the perp I was dealing with for interfering. Trolley Officers are Private Security, Code Compliance are State Law Enforcement Officers, when you want to play ispy with your phone, be smart give some space, for everyones safety. anybody want to reply?

  • @Believe6, Sure, I would love to reply to your comment. First and foremost, a guard card is a guard card. Heritage security can call you whatever you want like "transit officer", "security agent' or "public safety", however none of those titles are withing your GUARD CARD. Therefore, through the BSIS and the state of CA, your labeled as a SECURITY GUARD. Nevertheless, your somewhat correct in regards to Code Compliance. However, they are not defined as Peace Officer within CA Penal Code 830.

  • @Believe6 Continued...they are defined as a state officer, allowed to cite for infractions within MTS property. CCI is not a police agency or any form of a police department. The requirements to work within CCI is a completion of a PC 832 course (40 hours) which is no way a full CA POST Police Academy (890 hours). CCI cannot do a felony arrest unless done as a citizens arrest. The only official agency that can do an official arrest is the Police or Sheriff's department.

  • @Believe6 Continued....CCI can detain and cite for an infraction. CCI can TRANSPORT a someone who is drunk (647f) to de-tox, however CCI cannot book anyone within county jail. Officially, there is no transit police department. The 2 entities are Heritage Security and MTS CCI....there is no real law enforcement within those two. The only "arrest" CCI can do is the detain, cite and release for an infraction. All serious offenses must be done through the San Diego Police department etc.

  • Respond to this video...Continued...NEVER let Heritage Security or CCI mislead themselves as actual peace officers. Remember to call the Police immediately if they represent themselves as a police department. If San Diego wanted to create a transit police department, it would be called that, not CCI or Heritage Security. Remember, Heritage Security (transit security) = guard card. CCI = not a sworn peace officer, more like a glorified meter maid with pepper spray only, no firearm.

  • @Believe6 Continued...In addition, the term "state officer' that defines CCI within the CA Penal Code is the same definition that is given to SD Parking Enforcement and Community Service Officers. However, even the Parking Enforcement and CSO are given a POLICE title since they represent a law enforcement agency. MTS is not a law enforcement agency. CCI is a quasi infraction enforcement system that is authorized through the state of California that works along a contract security company.

  • @Believe6 Nevertheless, I do give them credit for trying to keep the peace within the trolley system. I understand that it can be a very stressful and dangerous job and that Heritage makes a complete fool out of those gaurds by paying them $10 an hour. I hope one day the San Diego Police department can have the budget to implement a Transit Police system, eliminating the need for CCI and Heritage Security. But never ever have any security company or state entity misrepresent themselves as cops.

  • @smthchords actually you hit it on the head. but they can take them to county lockup though if they are a detox denial. they just need the detox denial form and county will take them in. yes they can not do felonies, but everything under the sun when it comes within 25-30 feet of any railway transit or rail company property they do have jurisdiction. why do you think they are seen up in the rail yards where trains are stored near the border? also right about the guard card.

  • @smthchords they are led to believe that some how they are better than other security personnel. But some do break away from the stupidity and find them selves respectable jobs in real fields, like Local, State, and federal Enforcement positions. I know a few guys who made it to BP, others DEA, SDPD, and so forth, so to teach you some street smarts its a good place. aside that, just a job, and you only make $9.75 an hour after a .25c uniform allowance, which is a big joke if you ask me.

  • @smthchords also, right about calling PD, call PD, I know to many cases where Pd has arrested and booked security for presenting them selves as a LEO. Anyways, from my understanding, Sheriffs wishes they had the budget. Reason being, the rail ways and bus routes run through every jurisdiction in San Diego County.  National city doesn't have the budget or manpower, Chula vista is in the same book, and SDPD can't even offered to give their officers new boots every year.

  • @Believe6 - Thank you. I'm glad we can all come to terms about the MTS security and enforcement system. I just learned that Heritage Security sent some "guard card security ninja's" over the border to conduct some investigations or gather intelligence. Wow. That is very dangerous and very sad. Who in their right mind want to do that within an entirely foreign jurisdiction. Like I said, what is needed is a official Transit Police System with fully sworn peace officers that can make all arrests.

  • The irony is is that I just read a story where a handful of SDPD police officers are now, on a trial basis, are going to start wearing tiny cameras on a headband to record their interactions with the public. I'm sure that the cameras will be turned off for stops at the donut shoppe or periodic beatdowns for people smoking OUT FRIGGIN SIDE.

    I wonder who emits more noxious fumes into the environment...a guy smoking or one of those diesel burning busses that clog up the streets.

  • Since they're locked in good with SDPD and dress like em I guess they have all the right to fuck anyone up the ass with a splintered up pool stick with no chalk. I don't break the law, but that doesn't mean they still can't/wont fuck with you. I seen them go as far as fuck with a 50 yr old lady. They searched her purse, patted her down told her to take off her shoes, and turns out they found nothing on her, and let her go on the trolley after. It's fuckin wrong!!
