I'm pretty sure that during that kind of high water nobody in their right mind would be near the dam, and the post and ropes would provide a decent amount of protection even if it's only of the "Hold on until you die!" variety to anyone in a canoe or idiot swimmers. And they'd probably be happily on their way to a hypothermic death by the time spinal reflexes let an arm around a rope let go. Just saying. It's still damn eerie though.
