This isn't that unusual. I used to get the same problem with the N64 cartridge. The game reads the people as objects, instead of user-controlled characters sometimes, so you get stuff like that.

kinda reminded me of one of the many bugs in farcry vengeance. it was a boss that had a rocket launcher and shoot at me as he descended downwards on top of an elevator. however i shoot a him a whole lot and wondered when he was going to die. i later noticed that he didn't shoot at me anymore and was ducking and didn't move at all. i cut him with my knife so much that my arm was gonna break off UNTIL he died, i flew with incredible speed into a wall and i couldn't move and... then i died. wtf?
