I've mounted dozens of tires and WITH soapy water to lubricate the rubber, it takes AT LEAST 25 PSI to seat the bead, the DOT safety regulation for seating the bead is never go over 40 psi until the bead seats or it can rip and explode in your face. So 1. its more than 40 psi. 2. your lucky it didn't destroy the tire and explode, sending a nice fireball and shrapnel mix everywhere.

This is one of the funniest things i've ever read.
First up - the only pressure would be atmo pressure. This is NOT a way of inflating the tyre.
Second - he was changing a tyre because guess what, the other one was popped....
