No- there are machines that can plot out the finished diamond within the rough to assist the cutter- but they won;t be sure about color or clarity till it's finished cutting.

I'd say the rough is worth at least $15k-$30k

yeah but how much after cut??? 250k? looks like its going for a round cut and get at least 3.00ct out of it.
