Okay I think I got it,the security guard said that you can shoot freehanded, but that you can't shoot with the tripod.Probably because one needs a permit for professional filming (Movies,TV Shows,News, documentaries etc) and in order to be able to draw a line on what's personal filming and what's professional,the line was drawn at the tripod,in order to differentiate whether one would need a permit or not.(->Just my own asumption) Otherwise film crews may clog up the park whenever they want to.

there is some kind of a stupid tripod ban in kalemegdan fortress, the guys from the company that looks after the fortress baned tripods and if you want to use one it's like you have to ask them for a permission. the guard was just to stupid to explain that

Hey , I live in Belgrade and this was a really nice overview ...of course you missed many great features and hang out places, caffes ... but it is reasonable cuz you only stayed for a day or two...even 2 weeks is not enough...
And yes those security guards on Kalemegdan are annoying , even to us , Serbs.

What the last guard tried to tell you is that you can't use the tripod. shooting/filming from your hand is fine but for some reason they don't allow tripods.
although, if you are a bit cheeky and ask them to show you the rules and where it says so they usually don't know and will leave you alone. there's been a lot of talk in the photographers community in Belgrade about that
Very nice review guys. Just wanted to add that security on the Kalemegdan is like that towards anybody with professional gear, you actually have to have special permits to shoot there.
