No, they're releasing the PSP version for $30 download this winter in the US. At least I think it's winter, PSP version comes out summer in Japan...you can check the Capcom website though, it'll definitely be out in the US.

You don't need all characters,I got Zero Lancer before I completed some,On Archer arcade mode.

And on every sixth stage Zero Lancer appears,It's kinda annoying >_>

It's not a Zero Version of Lancer, to be exact. "Zero Lancer" comes from a Novel called Fate/Zero written by, uh, Kinoko Nasu? from Type-Moon, and it takes place in the Fourth Holy Grail war, where Fate/Stay Night takes place in the fifth. Fate/Zero tells of the war that Kiritsugu and Kotomine took place in, and what really happened ten years before F/SN. It's not a different version of Lancer, it's a completely new character altogether.

I came up with all my own Servants, and am In the process of coming up with ideas for Masters.
