The Federal Reserve is not a private institution shithead. It is a subsidiary of the government whose members are appointed by the Legislative and Executive branches. When the federal reserve creates currency it is doing so at the behest of Congress. The Federal Reserve is controlled by Congress and all it's authority is derived from the Legislative branch.

$1.4 Trillion deficit , not Billion. Confiscating the $1.3 billion of the salaries of the Fed would do very little.
