Their business is to do non-critical transfers or critical transports from hospital to another hospital.

As far as I know, this was the "old-type" 3tone-Siren, used by Ambulances in Belgium and also in the Netherlands. I also found some Vids here on youtube with belgian ambulances, wich uses the two-tone horns we know here in Germany, and also some with "american-type" sirens... What I m shocked about is: The other traffic folks are so ignorant to the siren-running ambulance! If you run with siren-on, its about highest urgency to save a LIFE!
