Simply layer all vegetable and other scraps on your raised garden beds with an alternating cover of carbon rich straw, lucerne hay or pea straw etc with a bit of washed sand here and there...The best soil ever and all living organisms can have access to it. If rodents are a problem which I've never had, get a dog or a cat, easy.
Though very true yet I have openly had a realatively small & "fairly" efficient compost pile for almost 15 years with no issues at all. This year I will be making an insulated cedar box to contain the mass and make it compost more efficient as the auther explained. This is an excellent source of soil; regeneration for any yard.

Laws for composting? Oh my, they can kiss my ass. Those law people fart way more than a compost bin can release methane.
