this is called the flehmen's response. basically the kitty is smelling through their mouth by pushing air into a organ called the "jacobson's organ" so they can detect whether or not their might be a predator around. they do it when they're stressed or in an unfamiliar environment.

it's not "bad" per se, it just means the cat is stressed. as a once in awhile thing in response to stress it's just as normal as hissing or like, hiding in a shoe box. catz iz weird.
