Viper needs practice and concentration (probably more so than any other character in the game) and according to Japanese tier lists she's going nowhere but up. The Tougeki tier list apparently already has her at top and says she completely dominates Sagat (the best character in the game). I'm not going to take that as the bible but patience and concentration IMO has nothing to do with whether or not your character will be tops.
yea viper seems to be the most execution reliant character in the game, but if someone gets all that stuff down, viper is insane. thats why i love her. not alot of people use her(in the USA anyways).
Dhalsim's now low tier either way. There's plenty of characters that have less shit going for them than Dhalsim. Hence Guile, El Fuerte, Honda and Vega. I'd rate Dhalsim above all of them even if he isn't close to top tier. It already shows that he has a really good matchup against the best character in the game.
Dhalsim still has great normals, teleport makes up for his slowness, a very damaging super that he can combo off of his Ultra. Not to mention his Ultra is basically a wild card for free damage.
Iyo's Dhalsim won the Japanese National tourney so he's definitely not low tier. It's just the Viper vs. Dhalsim match is in Viper's favor. Seismos keep him having to move and don't allow him to control ground like he's able to in other matches. Dhalsim's Yoga Fire starts up and travels slowly and Viper can easily burn kick across the screen and hit him making Yoga Fire's rather unsafe by themselves. Dhal has to make really good use of his normals and teleport to compete.
So because someone won a tournament with Dhalsim he's not a low tiers?
In tournaments players all kick asses with their characters because they played them again and again. Hayao with his Hugo from SF3.3 won a bunch of tournament and Hugo is not top tiers for that...

how does viper do the move at4 4:36. Where she uses ground to make enemy go in air and then fire kick them? ive been trying to do that combo but my firekick never ends up hitting them
EX Seismo (f.d.df. PP) superjumpcancel (D,UF), Flame Kick with MEDIUM KICK. Make sure you are close enough when the EX Seismo connects or you'll be to far to connect with the flame kick. Combo into the EX seismo from close FP or Crouching FP
well the "EX" implies that it is the charged one. You have two types Seismos. Regular and EX. But it has to be the EX Seismo for that combo to work. It's really easy. Just make sure you are close enough when you do the EX Seismo
low tier juss means he difficult to play, thus works out in his favor cause no one tries to learn so when a skill dhalsim player shows up no one knows how to handle him

yeah timing is key, I'm having problems with it as well :)
Practise the challenges - they have most of the hard-hitting combos and entries that you can practise (if you have it on console at home!) :)
