What you saw was not a German soldier, but rather, a Chinese soldier wearing a German steel helmet known as a "stahlhelm".

According to Wikipedia, Germany exported the stahlhelm to Nationalist China in 1935 and 1936, so the helmet must have seen some use in this period (though I can't verify the historical accuracy of the use portrayed in the video).
