In most states a helmet is required for motorcycles yes. As for the video, it made for better video without:)

Great design. I drive a Vespa-style electric scooter as my primary short-hop vehicle and would really like one of these. One thing, though--if that's licensed as a motorcycle, don't you need a helmet?
