its mesh based, you model a poly clothing, then apply a nsolver on it

its from Poser ...soft for posing characters and stuff, really high poly models, take a look at it

poser is an external aplication , google it , the poser pro also comes with an maya plugin called poser fusion , so you can export not only the meshes but also rig and animate them in maya , the quality is outstanding.

i can set up ncloth but how do i connect it to my character so it wont just fall through

u have to set up ncloth on the poly object representing the clothing ...and ncloth passive on the character so it can know what vertexes ar the collision ones
