I don't think Devil Z being able to remove the headmaster jrs from the transector had anything to do with his part in creating the Godmasters.
It's just simple fact of his powers make him capable of such thing
Besides, Godmasters and Headmaster Jrs are all humans connected to transectors. So if Devil Z can separate humans from Godmaster Transectors, why not the same for the Headmaster Jrs?
Why is God Ginrai ALWAYS the one who saves everybody's? Those autobots can't do anything without Powermaster Optimus Prime.
