Actually, the reason it probably sounds like such an angry storm is because a lot of Maynard's beginning albums were shrouded around anger and hostility. He was a very angry man in his beginning years, but one of the main reason behind him not making a new Tool album is that, he isn't a very angry man anymore.

They all contribute.APC is like maynards free time band were he gets to get more of his own side of things out of his system. Howerdal composes and makes these songs sound great!
