This does not preclude the idea that an intelligent machine, particularly one with a general "common sense" intelligence, that can self edit and an intent to improve intelligence would be in a position to create a positive feedback loop. The upper limit would then become hardware. Thus, in practice it would need the facility to redesign and implement it's own hardware not simply the software to become a full run away.
