If you listen to the Voice it says "Going Up" (someone has queued the elevator on a higher floor). Therefore 2 and 1 would be locked up as it is in the opposite direction of travel. It's a feature on newer Otis Eleavators. It's a type of Anti-Nuisance feature.
The same thing would happen if you tried to select a floor that it has already passed while in motion.

2 is locked cause the elevator might not go there or if it was the weekend the tower is closed usually

It is actually because of that annoying nuisance call cancel feature Otis elevators have. I got 2 to work after I cut the video.
