If the government was willing to prevent country from this crisis it would. However they were greedy puppets of Latvian oligarchs, they wanted our economy to run at full speed.

Of course the banks. Banks themselves suffered a lot from this. The government could slow down the action of the banks also. Banks lend money too easily.
