I'm from MT and I'm also from the county with the highest meth problem. The campaign has put meth in the negative light that it needs to be in. Although the billboards are gruesome, you should see the local commercials in Montana for the Anti-Meth foundation, they get pretty messed up. But not all of it is bad, because this same program endorses competitions between Montana students to make their own sign against meth, which extends the message to the teens of MT. That's what the deal is.
