Usually it is a chip of a razor blade that the ref keeps in his pocket. If that is a blading tool it seems awfully large. The ref's usually do the blading, sometimes the wrestler will keep a razor chip in their trunks and blade, covering when they have their head under the ring, that was Michale's favorite way to blade. Of course now in the PG era, they hardly color themselves any more. A cut in the forehead was used because the head bleeds so well, espcially if punched a few times.

Also that is why the ref usually has the blade chip, wrapped in masking tape, or it is hidden under the ring or a boot. It is tiny, just enough to slice the skin on the head, as head wounds bleed the most, naturally. You will see a lot of them have scars on their forheads. WWE doesn't blade much anymore, it isn't PG. They will stop a match now if a natural wound occurs.
