Hitler wanted to eradicate those he found "inferior" and take over the world with his "master race" Kefka wanted to literally destroy all life on earth and "create a monument to non-existence". Aside from the fact that Kefka was cartoonishly over the top, I'd say he'd be considerably worse than Hitler if he were real.
