This isn't really creating a pixel art portrait as much as it is lowering the resolution of an image, then sharpening certain features to not make it look like a garbled mess. Not to sound like a dick or anything, but I kinda clicked on this video for some tips to help me get a result sort of like what iloveui does from the ground up, and this video more of just toying with the pencil tool and tracing a photograph.

Not only can this also be done in GIMP, a free and open source alternative to photoshop, you can also save that hour of coloring in with a helpful feature. Create your palette of colors as a palette within the program. Go to Image>Mode>Indexed and choose "Use Custom Palette." You'll get the hour long re-coloring step done in seconds.
@HabitsOfANewHome I can't remember if I mention it in the video, but the checkered pattern was because I didn't select my color palette well enough and ended up having to use that to mimic the effect of an in-between color. Totally my fault; it's something better reserved for shading. :) You're welcome for the tutorial! :D

@k1dpoison No idea. I have CS5 and it was there and on CS3 it wasn't so I assumed it was a feature on a latest revision. I have Master Collection version. Maybe check to see if you need a app update?

For those asking about Photoshop CS3, go to View > Show > Grid and ensure your grid is turned on. Then I think you can customize the grid here:
(Windows) Choose Edit > Preferences > Guides, Grid, Slices & Count
(Mac OS) Choose Photoshop > Preferences > Guides, Grid, Slices & Count
And choose a gridline every 1px. This should mimic the effect of a pixel grid.

@TheCssFan I have the same version—Pixel Grid is under View > Show > Pixel Grid, right above the 3D section of the menu.

@middaylatte Okay, steps:
This is for windows only.. I think.
1) View > Show
2) Click the one that says "Grid" on it.
3) When you've done that, go to Prefrences. (Edit > Preferences). I don't know how to do with MAC.
4) Click the one that says "Guides, Grids, & Slices"
5) Then on the Grid section, where it says "Gridline every ..." type in 1.
6) Where it should probably say cm, change that to pixels.
Congratulations, you now have a pixel grid :)

is this necessary? I don't think that there are shadows that should be there :S
