In a riot situation, beating to the legs is approved. She approached a police office from behind and put her hands on him. You should expect problems. It was not the best decision by him as it became clear she was not a threat, and he used excessive force, however I have no sympathy for her. She believes being a woman she is exempt and she is not. The shouts of "you just hit a woman" clearly demonstrate that she thought she could do whatever she wanted, she came back for more.
