I think that the point is that America possibly DOES NOT have anything on the moon - once you get past the first landing site. Hence the reluctance to use really powerful telescopes rather than government controlled surveyor satellites. If somebody here has access to Mt Palomar or similar they could easily take some landing site pics that would confirm or deny that any landings after the first one took place.

Research helium 3 . it is rare on earth because of our atmosphere and is used for a type of fusion. They would obviously want to guard this.
