Also, why didn't he kiss Martha on the forehead or even lick her cheek instead of a lingering kiss than later telling her "that was a genetic transfer."

My problem dear is that the show didn't have to go there, but they did so with a caveat that the Doc could not possible love Martha. They could have turned it around since Martha has so much going for her and shown that she could never love him. Instead they chose to humiliate and mock Martha. I believe the people who made those decisions are racists in their hearts. Freema herself was not treated very well there either, and she bolted to ITV to do Law and Order.

Also, the writers of the show wanted to make the audience see that the Doctor wont just fall in love needlessly. THIS showed how important his relationship with Rose was. If the doctor began being romantic with Martha, it would have shown he was over Rose - proving the ending of the last series void and unneeded. Thousands of fans would have backlashed at that and commented on its bad characterising of the Doctor - who always remembers.
This could have happened to either a Black or White actress. However, Martha was NOT humiliated. Her ending is admired by female doctor who fans. She got out of there herself - using her intelligence to realise that the doctor wasn't interested in her. It has nothing to do with her skin colour. Mickey was a valuable character, just as CrazyOn mentioned. If racism was taking part, he wouldn't have been in the show at all - same for Martha.

From what I've heard of from the Commentaries on the DVD as well as what I've read from other sources, RTD created Martha Jones as a Black character, so I assume any Black actress given the role would have been treated similarly.

The Doctor cant be racist. Racism runs deeper than just black and white people; and the aim of the show is that he tries to help everyone in trouble. If he was racist, I doubt (that the doctor not being human) he would only be racist to human black girls. He would be racist to aliens, species, and anything else different to him. The whole point of racist people is that they either think themselves above different people or are scared of them. By helping others; he has proved he isnt racist.
