the packers at this time were already building their d-line. the pack d-line r made up of mostly late round picks other then harrell n pickett. So u can definatly build a team with any draft pick. Also linebackers r the leaders on defense, so y wouldnt u be willing to draft one very high. Im sure if the teams with the top 10 pick in 1996 could pick over again ray lewis would have gotten draft very high.
