He was intended to be Barricade in the movie, but they changed his name because they thought it was to complicated to explain his backstory and explain why he wasn't a police car anymore. I'm guessing it had to do with the fact it takes place in China and an American Police car would stand out a bit? Now you know, and knowing is half the battle!
