So the Birdwoman is the one dressed in black at the beginning right? I've seen the first few chapters of this game and that person helps Irving, the guy Sheva and Chris are first chasing down. So if Jill is birdwoman then Jill is on the bad guy's side for most of the game. But Chris gets a picture of Jill delivered to him and she doesn't have a beak so.. I think it might be somebody else. Sorry for the spoilers in this comment.
