We can be assured that they do not care about the kids -- the entire system is about money. The Mormon Church does nothing about it -- Jesus would say they are like a whited sepulchre -- looks nice on the outside, but filled with rot and decay on the inside.
Did we see anything on whether the program works or not? Who cares? I knew a girl in Utah who was studying juvenile justice and worked a little while in the system. One thing they had was some 12 year old boy locked naked in a clear plastic cage for months.
