Gman can not be in portal. Portal takes place in Aperture Science. Gman works for Black Mesa and Black Mesa only. You can even see his briefcase has the Black Mesa emblem on it.

Actually he does. If you watch some videos of HL cut-scenes with him in it he sometimes refers to his co-workers or people that were higher rank then him.
