The gate arm appears short because of the perspective of the camera, and the angle of the crossing signal to the lens. The gate is actually long enough to cover the entire right side of the road as required by law. As far as the crossing bells continuously ringing, this should be a requirement in all states, as it is in CA, for the benefit of vision-impaired pedestrians. I have never agreed with the concept of the bells shutting off once the gates are down for that reason.
