If you had the whole video footage and not some lame 4th hand partial copy you could see that the 'civilians' were carrying grenade launchers, semi-auto rifles, and hand grenades and were attacking the military forces who had already given all 'civilians' several days to get out of the area. It prevented them from making and driving suicide bomb cars into innocent Iraqi civilian markets later.
