I don't know if this is relevent or not, but I actually read about a town in NY that is experimenting with their EAS setup to make it so they can interupt video games to bradcast the tones. They're still testing it out though.
This isn't too hard to do, as you've mentioned... For example, you can get a brief ESPN radio broadcast on the menu screens of NCAA Football 2010 on PS3. But it 1) requires internet connection and 2) requires the player to be on the menu screens at the time.
And it shouldn't be too difficult to get the game console to pause the game and jump back to the console menu. For example, going back to the PS3...if you hit the PS button on the controller, it jumps back to the XMB screen...
That wouldn't be too hard, really. There's a technology known as the Common Alerting Protocol (CAP), which works quite similar to Really Simple Syndication (CAP). All a console manufacture would have to do is ask for your ZIP Code, or just use GeoIP, and then check the right CAP feed from the NWS or State EMA every few minutes. If it sees a relevant alert, just pop up a notification like the Xbox does when a friend signs on, with a tone or something to grab your attention.
It's actually a SAME header, which is what tells EAS units at TV or Radio stations to activate. It's basically a digitally encoded string of text. This one decodes to:
