The voice is a girl named Rachel Rhodes and a Japanese singer(Her name escapes me). But of their voices are synthesized together. Pretty cool I guess.

The actual song is Genki Rockets - Heavenly Star, and it features on a lot of good games, including NMH and Lumines II for PSP.
