Animals nor children can consent to marriage so marriage of those will not happen (unless religion some how gets on the mix... for some reason some religions support marring 6 year olds) but again, there is no logical reason to allow that, religions are illogical. In a secular society, marriage of children or aniamls is not going to happen.

PS: Is none of your business if relatives wants to marry with each other as long they are consenting adults.
