There are plenty of ways to enable QoS i a network (DiffServ with Drop-tail to mane just one). What i'm saying is that this video doesn't talk anything about queue management friendly to delay-intolerant traffic.
Instead, the only thing the add is defending is "those who pay more will get priority".

QoS differentiation is one way to answer to the need to offer more personalized services and more choices to customers. It also helps CSPs (operators) to minimize the effect of network congestion, thus improving user experience by optimizing and putting network resources into more efficient use.

So basically you are saying that people with money will be offered to pay for having all the net for themselves, kicking out normal people.
