Greatness is that this movie was made in 1938 before the war, not everybody read Hilter as Charlie did.

In fact, Chaplin prepared the story throughout 1938 and 1939, and the movie's filming started in September 1939 (in the time when WWII started by invasion of Poland) and lasted for 6 months.
