Actually - it's possible to pause the game immediately on loading in that scenario. Once paused, just delete all of the nuclear power plants, play the game for an ingame day, and then add some power plants back in.
@skamp25 The "stadium" is actually a nuke plant. Since it blows up before you are allowed to do anything else, you can't see it unless you turn the scenario file into a city file.

Ah the good ol' days! When Stadiums blew up with a nuclear explosion for no reason and aliens come attacking the town when the Mayor wanted to!

In the game, this song stands out the most to me. The drum beat reminds the sims to rebuild the areas hit by disaster.

This music really helps when you have half the city burning down due to a nuclear detonation in a stadium.
