That harness is just about as HIGH as it can go. If you look close you can see where the metal overlaps. That thing can be double in length. Marching drums have been around for a long time. Don't ya think they had that figured out by '95?
actually, i play quads for my high school drumline and i have the same set that is in this video (our school is poor) and ours was purchased about 11-12 years ago, and they can get pretty low. though, finally i am getting a new set of tenor, actually sextets instead of quads.
