First, tweak the brow settings: Inner, middle and outer brow. Pull those values down and make it arch inward, by having the inner brow lower than the rest.

For a final touch, try putting on the the evil or grumpy facial expression.

Well, there's really nothing else I can do.

It might just be the settings I record in having less colour depth than your TV display.

I admit though that even this setting isn't ideal. The ideal for The Jokers skin tone would be the medium thick white facepaint, but since that can't cover the whole head (Or combine with black eye shadowing and lipstick) it doesn't work anyway.

Here's hoping for a custom palette (All colours, intensity and brightess) of skin colours for Saints Row 3.
