Most of the blame goes to the parent, however, we need to acknowledge that some children are really just too curious and stubborn for their own good. I know a lot of them who are told to stay close, but INSIST on running off. And parents are just human beings; they can't glue their eyes to their kid. It only take 3 seconds for a kid to run away into a crowd while a parent toting bags and/or other belongings glances away in an instant. Might not be the case here... but it needs to be considered.
