Very hilarious, and surprisingly true as well. I've had personal experience in France and in Montreal (Quebec, Canada).

The public serving workforce (like cab drivers, bus drivers, ticket sellers at the metro station etc) will deliberately pretend "NOT" to understand, speak or respond to your questions if you talk in English (even if you are a tourist visiting their country!!).

What the message of the video is, is basically when you visit a foreign country and want to ask for directions or whatever, don't expect them to know your language and dont bother asking them in another language that still isn't part of their country. Like in the video, she's in France asking directions in English (expecting them to know) then asks them if they speak German. It's basically telling you to learn a bit of their language if you want any help.

the problem is not so much asking somebody something in his/hers language but to understand the question - lol.

Several people just talk very fast & in their own special dialect or slang which is not even easy to understand for their fellow countrymen from other parts of their country .

I think it is not very polite to do such a behavior especially when it is obvious that the foreigner is willing but maybe not too able in using the language
