@LarryBundyJr This version was released in 1983 the second one in 1985. The second one has all 4 levels. This one might have all levels as well. It's possible that after completing the first 2 levels and when the game loops back to the first level you can access the third level and the fourth after playing two loops. I've only got as far as the second level in the second loop so I can't really say for sure.
@einokeino303 Why would they make it that way? That wouldn't make much sense. Who is going to play a game like this that much? I think they just ran out of memory, still learning how to program the C64 (it was brand new in 1983), or something.
@Glitcher2000 Many old arcade to c64 conversions were missing levels. The other conversion of Congo Bongo on c64 has all the levels from the arcade version I believe.
@Glitcher2000 Sadly that was Sega's doing as all version of Congo Bongo they did save the Intellivision version had missing levels just some had more missing then others, Coleco lack level 2 while C64, Atari 2600, and 5200 had levels 2,3, and 4 cut. But the port done by US Gold has all the levels intact but the trade off is Bongo the ape is just a still image in the background and there is a brief loading period for each level.
@kkbigal Yes there were/are 2 versions. I think 1 is made BY Sega & has all 4 boards, the other is made by US Gold & is cheaper/has only 3 boards or something. This has always been 1 of my favorite arcade type games. I have played it in the arcade, the real arcade version on MAME emulator, & every port made, on emulators. BWT It kinda reminds me of Donkey Kong, another game I love!
Seems that Atari version is also missing the levels (check staxx28's response).

I believe this is 1 of 2 home versions of the game. In any case, this is the version I had as a kid :)
Still have no idea what the guy is doing to the gorilla at the end of the 2nd level...looks like he's stubbing a cigarette out on him...

This is the crappy Sega cartridge version, not to be confused with the far superior disk version.
They did the same thing with Zaxxon. Except there the cart. version looked more like the arcade, but the Synapse version was MUCH more playable.
