Envy is looked upon as a guy, because he originaly was one, but now he's a shape-shifter so he's is neither. Envy's voice-actor is a girl so naturally he sounds like a girl. But if you want a gender, go for dude...

All this is just what this animé says (not brotherhood) and I haven't read far enough in the manga, to know what the manga says about his origins, but the manga (not fan-translated) call him a 'him'.
