Janet Napolitano has been in her job for TEN months. Even getting budgets approved takes months and months. Napolitano inherited a system that was limping along, computer security wasn't even int he 21st century, FEMA (which she also handles) was a disaster, etc. Also, Napolitano is NOT in change of the FBI or the CIA -- who didn't even talk to each other until recenlty. Jan has made HUGE strides. There is NO WAY that she could fix everythign that needs to be fixed in TEN MONTHS.
