Giving people a place to go legally is great. My neighbor told me a So. California town police gave out tickets for a legal venue - the "offenders" got to Drag Race against the cop. I am looking for details, but sounds like a smart move that also reduced street racing. Willow Springs Raceway added drifting and more recently Drag Racing to their venue to help with a similar problem in the community. Sometimes solutions are simple and right in front of us.
