Black and white is a lot easier to beam back to Earth with low bandwidth radio signals. In fact, the color pictures coming from Phoenix are actually composite images taken using three separate colored filters (red, green, and blue).

there is no blue or green on Mars. Mars is actually red, there are no camera filters used to give it a red color. it's red because of the abundance of iron oxide (rust) in the atmosphere and on the surface.
