There are very good correlations with low solar activity and increased water flow in the tropics. Check the “Svensmark cloud seeding theory”
Its a normal cycle and expected. A good drainage system will help.
No trees and lots of pavement, what you get is what you paved.
Those towns are poorly drained and it's not going to get any better until some of those houses are demolished and proper drainage installed.
People need to understand how their human activities can change land use and cause more flooding.
